Click to plus icon to add a new menu or you want to edit the menu, click to Edit Menu Text
In the Text field: Specify the text of Menu
In the Staticmenu Link field: Choose the url from dropdown box, tick to the checkbox if you want to open link menu in a new tab, then insert url of menu.
